The main theme of the magazine number is the creation of the Arbitration Court at the non-commercial partnership (NCP) «Cadastral Engineers».
Institute of arbitral proceedings is an alternative to arbitration courts and courts of general jurisdiction recognized by international practice and established by law.
January 27, 2009 general meeting of «Cadastral engineers» NCP members decided on the formation of a permanent arbitration court at «Cadastral Engineers» NCP and regulations on it was confirmed. The legal status, the order of organization and activities, rules of the arbitral proceedings of the arbitration tribunal at «Cadastral Engineers» NCP have been defined by the Federal Law «On arbitration courts in the Russian Federation» № 1020 ФЗ dd 24.07.2002, by the Arbitration Court Rules adopted by the Partnership Presidium on 28.01.2009.
The magazine readers are given an opportunity to get acquainted with the federal legislation on the given subject, as well as with the documents developed by «Cadastral Engineers» NCP specialists.
An issue concerning not only professionals involved in the cadastral activities, but a huge army of land and property owners is no less topical: the Federal Service of State Registry, Cadastre and Cartography (Rosreestr) is created on the basis of the Federal Registration Service (Rosregistratsiya) and becomes a legal successor of the Federal Agency on Federal Immovable Property Cadastre Agency (Rosnedvizhimost) and the Federal Agency on Geodesy and Cartography (Roskartografiya).
In connection with the unification of three federal bodies of executive power into one, we decided to give a brief description of what these departments have been doing prior to their consolidation. January, 31 2009 ended in receiving of responses to the first round of the All-Russian competition of professional skills called
«Cadastral marathon» . The results of the first round have been published in the news compilation of this number and posted on the website
www.roscadastre.ru. In addition correct answers to the questions of the first round have been published in this magazine number; the winner of the Competition is V.L. Bogomazova (engineer-surveyor of TsGRT «GEO» LLC). The one who decided to take part in «Cadastral marathon» only recently is not yet too late: he can find the questions of the second round of professional skills competition at page 118.
